If you are staying in the gateway it means your are homeless for a reason. The council is helping you out to get a property but you are pushed to the side for the while you get in the gateway. You have to follow the licence agreement that they give you. You can stay at the gateway for up to 3 years depending on your situation. It is okish for the price but I would personally say it should be cheaper.
