Good if you like cheap, quick, messy haircuts. I'd avoid if you want a barber who doesn't just hack away, or thinks a tidy up is cut off 3/4 of your hair.

John the barber playing the banjo when I walked in tells you everything you need to know. Old school barbers shop, a gem in the city. If you want to support the gentrification of Belfast avoid here but you'd still be missing out.
