Hounslow Council's fleet management team don't carry out repairs, they are only concerned whether your vehicle is road worthy, so there is no vested interest in failing you like most garages do. Tried ft smartfix for first time and told he could change the mirror but as the damage was minor he could quickly just touch it up before my wife got home. 10 minutes later it's not so noticeable. Not a complete repair but just made it look better and the best thing is when I asked how much, I was told don't worry about it. Gave the guy £20 for being a gentleman and genuine.
